Problems with the scheduling of transfers following 2.1.5 upgrade of LHCb RT184998

lhcb stager upgraded to 2.1.5

To address the problem with the lhcb transfers, the number of TM threads TM and the memory DB has access to were increased

Security patch of lhcb on Mon

CASTOR 2.1.15 upgrade on ATLAS on Tue and on Gen on Thursday

Tape-server migration to aquilon and SL7 upgrade

SRM 2.1.16 upgrade

Drain 10% of the 13 generation of disk servers (lhcbDst) for decommissioning

Add GP to the mail of CASTOR overwatch script
