Override RB

In the UK normally User Interfaces (UI) machines are configured by default to use the RAL Resource Broker (RB). This RB is heavily used also by experiments production teams and it might not be responsive. It might be useful then to be able to override these settings on the submission command line. For example:
edg-job-submit --config ui-cmd-gm02.conf --config-vo ui-dteam-gm02.conf my-job.jdl
The --config-vo option file needs to be edited to replace your Virtual Organisation (VO) instead of dteam. It will not work otherwise.
