The Tier-1 Procurement Team

The Tier-1 Procurement Team receives input from the stakeholders and users for the procurement of a large Tier-1 hardware resource due to be installed in Q4 2007. The team should agree and act upon the agreed internal timescales, process and procedures to enable the procurement.

Terms of Reference

  • To review input on previous procurements and their success/problem(s).
  • To gather and examine inputs on user requirements in order to establish a generic superset of system requirements, taking into account existing infrastructure.
  • To gather and examine inputs on systems supporting linux (assumed Scientific Linux 4) running on Intel 32 bit architectures with 64 bit extensions from the Hardware Assessment Group (HAG).
  • To discuss overall requirements in terms of memory, CPU, disk and tape and required I/O rates between components, bearing in mind overall value for money.
  • To identify issues pertinent to the service's ability to provide internationally-recognised computing resources.
  • To identify other issues pertinent to the ability to provide a service (e.g. establishment of Industrial partnership and associations with NGS).
  • To adhere to EU procurement policy as implemented at RAL.
  • To sign off requirements and tender documents prepared by the HAG.

    • The team is expected to meet at least three times prior to the specification of the detailed tenders (signing off by the Tier-1 F2F meeting in ~mid-June).

    The Hardware Assessment Group (HAG), chaired by John Gordon, will then review response tenders, subsequently meet with (a subset of) potential vendors/partners and propose the outcome to the Procurement Team based on pre-defined criteria for these final tenders.
