Scheduling Policy for the Tier 1 Centre
- The resource allocation for the Tier 1 centre will be reviewed every quarter by the User Board, looking 12 months ahead.
- This review will take the form of a target allocation to each experiment of CPU, disk, tape storage, and any other Tier 1 resource the Board decides is appropriate.
- This allocation will be given as a function of time, not integrated over the quarter.
- The Tier 1 centre will provide a scheduling system that delivers this target allocation, insofar as is possible given actual experimental demands and other constraints.
- Between Board meetings, large departures from the agreed allocation can be made only by the User Board chair, who must obtain the agreement of all interested parties. 'Large' means >5% of the CPU, or > 2 Tb of disk, or any reallocation lasting more than a few days. Small departures from the agreed allocation can be made by the Tier A manager, who must inform the chair, who will consult all interested parties and may over-rule the decision. These conditions will be reviewed from time to time, to ensure the system is operating responsively and fairly.
- At every quarterly Board meeting there will be an agenda item at which the actual usage will be presented and any discrepancies with the allocation explained. The load factors for the equipment will be reviewed by the Board.
